Une société d’exploration minière basée à Bakou appartenant à des actionnaires azéris a fait appel à un ex-dirigeant du Bureau de Recherches Géologiques et Minières pour démarrer les activités de « bankable feasibilty study » sur un certain nombre de gisements situés en Azerbaidjan. Les permis avaient été attribués quand ce pays faisait encore partie de l’Union Soviétique.
